§ 1. Introduction and purpose,
The Dogs Act contains provisions on, among other things, leashing throughout the country in the period from 1 April to 20 August. Bergen municipality's dog regulation expands the on-leash provisions, and contains further local rules on keeping dogs. The regulation's rules apply throughout the year; also outside the period 1 April to 20 August. The purpose is to promote a positive and responsible dog-keeping, as well as safeguarding safety and preventing conflicts between the interests of the dog owners and the general public for the interests of others.
§ 2. Definitionsone.
Compliance with leash requirements: In order to take into account the requirements for leash use, the dog must be taken care of by limiting the dog's control movement within the dog handler's.
A dog is on a leash when a leash, rope or line attached to the dog is held in the handler's hand or otherwise attached to the handler.
b. The central zone - boundary details:
To the north: The areas south of the Dreggsallmenning on the Brygge side and south of the Vestre- and Østre Holbergsallmenning on the Nordneshalvøyen.
To the west: The areas east of Nøstegaten, Professor Hansteens gate, Thormøhlens gate.
To the south: The areas north of the old and new Nygårdsbro further bounded to the east by E 39 to Kalfarveien.
To the east: The areas west of Kalfarveien, Kong Oscars gate, Lille Øvregaten, Øvregaten to Dreggsallmenningen.1 Map of the city center zone, see appendix.
§ 3. Stay and travel at schools, nurseries and playgroundsone.
Stay: Without permission from the responsible person, dogs are not allowed to stay in schools, in nursery areas or on playgrounds. If permission is granted, restraining order still applies, see
§ 4 d).b. Travel:
Dogs on a leash can be traveled on footpaths or the like over schoolyards and unfenced playgrounds, see § 4 d).Section 4. Areas subject to restricted access throughout the yearIn addition to the Dog Act's provisions on leashing between 1 April and 20 August, dogs are never allowed to run loose in Bergen municipality:one.
a. In the Central Zone, see § 2 b)
.b. In all public parks outside the Central Zone between 0730 and at 2000.
c. In all public cemeteries, burial grounds and urn groves.
d. In all schools, as well as in all kindergartens and facilities for play.
e. At all facilities for sports and sports where restraints are marked.
f. On the paved hiking trail itself with associated camp and rest areas and signposted hiking trails in the following areas:
- Fløyfjellet,
- Kanadaskogen,
- Langeskogen,
- Hordnesmarka,
- Kvarven,
- Myrdalsvannet,
- Tennebekk,
- Bjørnevatnet,
- Løvstien,
- Hellefjellet,
- Landåsfjellet,

Section 5. Areas subject to restricted access for parts of the yearone.
A. publicly arranged bathing areas, dogs must be kept on a leash between 1 April and 20 August.
b. In Bergen municipality, dogs must be kept on a leash where livestock have the right to graze and actually graze in the period 1 April to 31 October.
c. In the following illuminated slopes there is a leash requirement during the period when the illuminated slopes can be used for skiing: Fløyen, Totland, Frotveit, Hjortland and Gullbotn.
§ 6. Exceptions for dogs with special functions or in special situations
The regulation's provisions on restraint in § 3, § 4 and § 5 do not apply to:
a Guide dog, service dog for the disabled.
b. Dog in active police, customs, military and rescue service or testing for such service.
c. Dog in active use as a search dog for sick and injured game.
d. Trained buff dog when used to guard livestock.
e. For dogs during training/course events under the auspices of a dog club or dog organization registered in the Norwegian Kennel Club, if the training, course or event takes place in a careful manner. An overview of the participants must be kept.
f. Dogs that are used for hunting, hunting dog training, hunting tests and testing search dogs can be released in a careful manner as is natural from the purpose of use.
§ 7. Cleaning
Dog owners or handlers are obliged to remove faeces left by dogs on and along public roads or in other areas accessible to the public in densely built-up areas. The same applies to public bathing areas, park-like areas outside densely built-up areas and on and along hiking trails and groomed ski slopes. So-called dog bags must not be thrown in nature or on the roadside, but must be placed in a waste container.
§ 8. Dispensation
The municipality can, after a written, reasoned application, dispense with the provision in this regulation. Applications for dispensation are sent to the Green Agency.
§ 9. The penal provisions of the Dogs Act
According to Section 28 of the Dogs Act, infringement of these regulations or decisions authorized by the regulations can be punished with fines or imprisonment for up to six months, if the situation is not subject to stricter penalties.
§ 10. Entry into force
Regulations come into force immediately. At the same time, regulation 25 February 2008 no. 466 on dog leashes, Bergen municipality, is repealed.
